"Inspired by Bill Cosby’s now famous speech at the NAACP gala celebrating the fiftieth anniversary of the Brown decision integrating schools, Williams makes the case that while there is still racism, it is way past time for black Americans to open their eyes to the 'culture of failure' that exists within their community. He raises the banner of proud black traditional values—self-help, strong families, and belief in God—that sustained black people through generations of oppression and flowered in the exhilarating promise of the modern civil rights movement. Williams asks what happened to keeping our eyes on the prize by proving the case for equality with black excellence and achievement."
Culture of failure to me meaning if Black students get good grades in school, they are "trying to be White." Therefore failing grades or flunking out is being "true to your people. You really are Black enough." The KKK and the American Nazis agree.

Having learned that they are able to make a living out of their troubles, they have grown into the settled habit of advertising their wrongs -- partly because they want sympathy and partly because it pays. Some of these people do not want the Negro to lose his grievances, because they do not want to lose their jobs....There is a certain class of race-problem solvers who do not want the patient to get well, because as long as the disease holds out they have not only an easy means of making a living, but also an easy medium through which to make themselves prominent before the public."
